What is Twitter planning?

So if you've logged on to Twitter via the web in the past two days, you've seen this screen:
Most people probably filled out this information when they signed up for a Twitter account, but it's safe to say there's a large percentage of the userbase that didn't, if Twitter is re-propmting everyone for this information now.
What's more interesting is the checkbox asking users to allow themselves to be found via e-mail address. I would venture to guess that 90% of the people on my following list have ended up there via mutual follow, a twitter keyword search, follow friday, or browsing other people's follow lists. At no point did I even consider entering in e-mail addresses (either manually or via my local address book) to find twitter users, but it makes total sense.
I'll be interested to see if there are any changes coming to how Twitter helps you find people you already know (but don't know their Twitter handle) given this push to get people to verify their user information.
